When it comes to deciding how ID pics should be shot, labs today will be guided only by what gets rejected. The published versions of the IPS passport photo regulations have not always been kept up to date, and have sometimes contradicted each other. Changes to them are only sporadically enforced anyway. What tends to get rejected – and what will be accepted – can vary from place to place, depending more on practice at the agent (usually a post office) than on current regulations.
